Heidelberg Road forms the boundary between the City of Darebin (north side) and the City of Yarra (south side).
To set the strategic planning directions for the future of the corridor, Darebin City Council and Yarra City Council have developed the overarching draft Heidelberg Road Corridor Local Area Plan.
We have recently finished community consultation on a proposed built form framework and land use controls,. Thank you for your input.
At its Planning Committee meeting on Monday 11 April 2022, Council resolved to note the findings of the Community Engagement and for officers to continue to undertake further strategic work on the built form and land use controls.
Heidelberg Road Heritage - Planning Scheme Amendment C203dare
Council also considered a report about submissions made to the C203dare Amendment, which proposes heritage protections for seven individual properties. Council resolved to refer all submissions and the heritage amendment to an independent planning panel for review. You can read the meeting minutes here.

Background
About Heidelberg Road
Heidelberg Road is an established employment precinct.
Presently there are no particular design controls or height limits for new development on Heidelberg Road. This project seeks to implement planning provisions to guide future development and provide more certainty for the community and landowners.
The project includes the review of industrial land and the suitability of the zone when considering how to best support future jobs within the corridor.
Darebin Council has assessed the land currently zoned for industrial and commercial uses on the north side of Heidelberg Road and is considering planning options informed by these assessments.

Proposed Planning Considerations
Council’s planning approach includes considering rezoning the existing industrial land to the Commercial 2 Zone and Commercial 3 Zone (one site only) to attract a wider range of jobs or alternatively, we could retain the current zoning.
In addition, building height limits, setbacks on commercial land, overshadowing controls and side and rear setbacks are proposed to be introduced. Council is also considering whether building heights should be discretionary or mandatory building height limits (mandatory height cannot be varied).
Seven properties have been identified as having local heritage significance, and are recommended for protection by a Heritage Overlay in the Darebin Planning Scheme. The proposed heritage overlay is now the subject of Planning Scheme Amendment C203dare.

What has happened so far
Consultation on the proposed planning changes for the Heidelberg Road Corridor occurred from June to August 2021. Thank you for your feedback!
At its meeting on 27 September 2021, Council resolved to proceed with the Heidelberg Road Heritage - Planning Scheme Amendment C203dare to progress the protection of heritage places identified in the Heidelberg Road Corridor ahead of other proposed planning changes.
What is happening now
Heidelberg Road Heritage - Planning Scheme Amendment C203dare
The formal exhibition process inviting submissions to the Heidelberg Road Heritage - Planning Scheme Amendment C203dare was undertaken from 11 November to 13 December 2021. Submissions have now closed. Thank you for your submissions. Council has referred all submissions to an independent planning panel for their review. At the directions hearing held on Wednesday 25 May 2022 Planning Panels Victoria resolved to conduct a public hearing to enable the Panel to raise any questions with Council and its expert heritage witness.

Heidelberg Road Corridor - Local Area Plan and Built Form Framework

Yarra City Council Updates
Yarra City Council has developed planning provisions for the south side of Heidelberg Road, consist of a draft Design and Development Overlay (DDO18) and Heritage Overlays.
An interim planning scheme amendment, C272, was requested from the Planning Minister in February 2020. This intends to apply the planning provisions for a period of two years, whilst permanent planning controls are progressed. The request remains with the Minister at present.
