The Bell Street Precinct is to the south of the study area and is oriented east-west along Bell Street. The Bell Street precinct will be improved through the delivery of the upgraded Bell station, an increase in landscaping to improve the interface to Bell Street and high-quality building design.

The Darebin Arts and Cultural Precinct will serve as an important anchor in the precinct, while buildings at intersections will be designed to increase public space and improve the arrival experience into Preston Central.
