Have a say on the draft Road Management Plan
At a Council meeting on Monday 28 August, Council resolved to release the draft Road Management Plan 2025, for public consultation.
Council's draft Road Management Plan 2025, outlines standards and responsibilities for maintaining the local road network. The new draft Road Management Plan 2025 was developed to keep local roads and footpaths well maintained and meet community needs for years to come.
We want to hear from you before we take the next step – are there any gaps?
While we welcome all suggestions, any amendments will be guided by legislation, available resources and minimum service standards for road safety and maintenance. These requirements must be met to ensure compliance and the safe management of the road network.
This consultation does not cover the following points:
- Requests to upgrade or maintain specific Council-managed roads
- Comments about arterial roads managed by state authorities
- General expressions of dissatisfaction or venting toward the Council

Before you have your say

Background
In accordance with the Victorian Government Road Management Act 2004 and the Road Management (General) Regulations 2016, Darebin City Council is required to review our Road Management Plan every four years. The Plan does not apply to arterial roads. Vicroads has the responsibility of these roads.
Council has internally reviewed the current Road Management Plan 2021, expiring 2025 and has developed a new draft Plan to ensure the standards and priorities given to road inspections, maintenance and repair are efficient and appropriate for use by the Community.
How to make a submission?
Any person wishing to make a submission, no later than 1 October 2025, must do so in writing, addressing it to:

Submissions must clearly state any gaps identified in the draft proposed Road Management Plan impacts on them and indicate what changes (if any) the submitter wishes to make.
Name and contact details of submitters are required for Council to consider submissions and to notify such persons of the opportunity to attend council meetings and any public hearing held to consider submissions.
A person making a submission is entitled to request that they wish to appear in person, or to be represented by another person at Council’s Hearing of Submissions Committee meeting.
Any person making a written submission is advised that all submissions and personal information in the submission will be handled by Council in accordance with the provisions of the Privacy and Data Protection Act 2014.
Please note, submissions will be made available to the public unless submitters advise Council otherwise.

We invite your constructive feedback on the overall structure and purpose of this document. Please note that most of the elements in this document are non-negotiables. These include:
- Defined roles, responsibilities and obligations as set out in the Road Management Act 2004
- Established service levels, including inspection and intervention thresholds, which reflect current and planned Council resourcing.
What's next?
All submissions will be included in a report that will be presented to the Hearing of Submissions Committee meeting on 13 October 2025 at 3.30pm.
Every presenter will only get 2 minutes to speak to the submission at the meeting.
Following consideration of submissions, the draft Road Management Plan will be presented to Council for final endorsement.
